Once you are on the Housing Register you can ‘bid’ for council and housing association properties in the borough and in South West London (Croydon, Lambeth, Merton, Richmond upon Thames, Sutton and Wandsworth).

You tell us if there’s a property you would like to live in – this is called putting in a ‘bid’. It does not involve money – you simply put your name down as interested. We call it Choice Based Lettings as you can choose which homes you like rather than us matching you to homes.

When and where we advertise properties

We advertise properties each week from Wednesday to midnight on Sunday.

The advert includes the street name, a photograph and things like the number of bedrooms, what floor it’s on, if there’s a lift, the mobility category – and the rent.

Bidding for a council property

By ‘bid’ we simply mean to apply for a property by making an ‘expression of interest’.

We advertise council and housing association properties online each week.

Adverts show:

  • the property area
  • property type
  • number of bedrooms
  • who can bid

You can bid for the property of your choice.

Some applicants are given priority because they need to move urgently – bidding for certain properties may be restricted to them.

You can read adverts and make an expression of interest for properties by logging in to our council housing services.

Home Bidding Thurrock.The bidding cycle

The bidding cycle starts on a Thursday morning and ends at midnight on the following Monday.

It makes no difference when in the cycle you place your bid as bids are ranked according to priority.

You can check your position in the queue and change your bids at any time before midnight on the Monday.

You can only bid for up to 2 properties each week.

Some weeks there will be no properties for you to bid on.

This could be because:

  • there are no properties with the right number of bedrooms for your application type
  • your application is suspended as you have been shortlisted for another property
  • your application has been cancelled as you no longer qualify

The chance of your bid succeeding

The chance of your bid succeeding depends on a number of factors.

You may have to wait many years for a bid to be successful. When you bid for a property:

  • the system will tell you your current position in the queue of bidders for that property
  • your position may change as other people bid for the same property after you

We publish tables showing:

  • bids for properties that have been advertised
  • how long the successful bidders had been on the waiting list

You can see details of all the bids you have placed and your final queue position by logging in to our council housing services online and looking at your historic bids.

Each Tuesday morning, after the time for bidding has closed, we start to shortlist applicants for properties according to their priority.

Just because you are the top bidder does not mean you will get the property.

Some people at the top of the list will not be successful because either the property is unsuitable for them or they don’t qualify.

If your bid is in the top 6 of our successful shortlist for a property, we will call and send you a message asking for documents that prove that you qualify.

You must provide your documents within 2 working days, otherwise we will offer the property to someone else on the shortlist.

Original documents must be brought into our Civic Offices in New Road, Grays, where they will be scanned and returned to you.

Photocopies of documents will not be accepted.

We will contact you to make an appointment for you to see the property with one of our estate officers.

Allthough there may be a delay before the appointment is made .

As for instance, if the property’s estimated availability date, as shown in the advert, is more than a week away.

Sometimes we will show more than 1 person around the property at the same time.

If this happens you will be told if you are bidder number 1, 2 or 3.

The property will always be offered to the number 1 bidder first, then to number 2, and so on.

Paying rent and moving in

If you are offered the property you must pay 4 weeks’ rent in advance.

You must make the payment using a debit or credit card when you look at the property.

The next bidder will be offered the property if you cannot pay at the time.

You may not have to pay the full 4 weeks’ rent in advance if you are already receiving housing benefit, or can show that you will be entitled to housing benefit.

Once you have paid the rent in advance you will be able to sign a tenancy agreement.

You will get the keys and can make arrangements to move into the property.

If you want to join the transfer list you will need to start a new application using the same application number and memorable date.

Only secure tenants can join the transfer list.

How to bid

You need to be registered on our housing list (Homesearch) to bid for properties.

You can bid for properties –

  • online with your Homesearch reference number to log on
  • by email to hull.homesearch@hullcc.gov.uk
    Include your application reference number, your name, date of birth and the details of the properties (reference numbers and addresses) you want to bid for
  • by text 07795 563 000 you must start with bid (followed by a space) and provide your housing application reference number, name and the property references of the properties you wish to bid on
  • in person at one of our customer service centres. You can also place your bids online using public computers in the customer service centres and libraries

The number of bids you can make in each advert depends on which priority band you are in. If you are in band –

  •   A or B you can make up to three bids
  •   C, D or E you can make up to two bids

If you bid for a property that is not owned by us you are agreeing for us to share your details with the landlord of that property (the property advert will state who the landlord is).

Adverts are published weekly on a Thursday morning and bidding closes the following Monday at 5pm. This may change across public holidays or when we need to carry out essential system maintenance.

We expect a high volume of people using the website on Thursdays when bidding opens. If you have any problems placing bids on Thursdays please be aware that it is not a first come first served process and you have until bidding closes to place your bids.

Choosing your bids & refusing offers

It is very important that you choose your bids carefully and only bid for properties that you are eligible for and would accept if offered.

If you refuse two offers of accommodation within a six month period your housing application will be frozen for six months.

You will not be able to bid whilst your application is frozen.

Property information

We provide basic property information and where possible a photograph of the property available for bidding.

We do not give the exact address because the property may still have a tenant living in it or have works being carried out to it.

You must not ask the tenant, their neighbours or any operatives who may be at the property if you can look around the property.

You will be invited to view the property if you are the successful bidder.

Eligibility criteria

These are the rules we have about who we consider for different property types.

We do not consider bids you make for properties you are not eligible for so please bid carefully.

Placing a bid

When bidding is open there are three search icons at the bottom of the page

To bid for a property you must add it to your basket.

Once you have added all of your bids to your basket you need to confirm them or they are not  placed.

Make sure you allow enough time to place your bids before the 5pm deadline.

Any bids received after the deadline will not be considered.

Assisted bidding

If you are not able to bid yourself and do not have anyone to help you we offer an assisted bidding service.

We agree with you in advance the areas and property types you would like to be considered for and bid on your behalf when a matching property is advertised.

After bidding has closed

We will cotact the successful bidder as soon as possible after bidding closes (usually within a couple of days).

You should assume you have not been successful if you do not hear anything from us after bidding has closed.

You can apply for a home through our Homesearch Scheme. To register on our housing list you need to complete an application form and provide proof of your circumstances. Once the form has been processed you can bid for properties (bidding does not involve any money, you are just showing your interest in a property).

How to register

You must fill in a Homesearch application form and provide all of the relevant documentary evidence (proof) of your circumstances.  The application form tells you what we need proof of. You must make sure you provide all the proofs we need. If we do not receive all of the proofs we may not be able to process your application or award you the correct priority for your circumstances.

Who can be on our housing list

ONE You must be 16 or over to apply to be on our housing list.

TWO You may not be eligible if –

  • you are from abroad (even if you’re a British Citizen)
  • have been found guilty of unacceptable behaviour and we believe this makes you unsuitable to be a council tenant

If we decide you cannot be added to our housing list, or we disqualify you from it, we notify you and tell you how to appeal if you do not agree with our decision.

 What happens next

Once your application has been registered we write to you with –

  • your reference number (also called your bidding number)
  • the level of priority you have been awarded
  • what your household type is (for example if you are a single person or a family with one child, and so on)

This information determines the type of properties you can be considered for and how likely you are to be offered one, so you must check it carefully and contact us if you do not think it is correct. When you have received this you can start bidding.

Other housing options

There is high demand for our homes so we are unable to offer everyone on our housing list a property. You may wish to consider other housing options such as private rented accommodation or housing associations.

Changes in your circumstances

Once you are registered on the housing list it is your responsibility to inform us if any of your household circumstances change.  You should also make sure we always have your up to date contact details so that we can contact you if you are being considered for an offer of a property.  Failure to advise us of any changes in youor circumstances could result in us not being able to make you an offer of a property.
